Effective 1st January 2017
At the 2015 FEI General Assembly, Article 137.2 of the FEI General Regulations was discussed and changes, as outlined below, will come into effect on the 1st January 2017:
Horses that are being registered with the FEI for the first time will need to be identifiable by the EA National Passport.
This process WILL NOT APPLY to any horse:
- with a current FEI registration number
- with an overseas national passport (KWPN, German Hannover Document, etc.)
- with a passport issued by the A.C.E Group (update of August 2017)
This process is being introduced internationally to improve horse identification and traceability at events, during international travel, and throughout the horse’s career. It is very important that the document is completed correctly as certain pages will be sent to the FEI who will use this information as part of their review process to allow the horse to be able to compete.
What does my horse need?
Horse has not been FEI Registered Previously:

What do I do now?
- If you are planning to enter your horse in an FEI sanctioned event for the first time in 2017 (e.g. CDIs, CSI, CCIs etc.), you will need to purchase the EA National Passport. The form is available
- Reining Horses and Endurance horses planning to compete at FEI events in 2017, which have previously not required EA Registration are now to obtain EA Horse Registration. This is available through your State branch.
Note:
- This process will not apply to any horse with a current FEI registration number OR overseas national passport (KWPN, German Hannover document etc.) OR with a passport issued by the A.C.E Group
- For those horses currently, FEI registered and/or upgrading to an FEI Passport (CSI1*-W, CSI2*-W, CDI-W, CDI3*, CIC/CCI3*, CCI4*, CAI3*, CEI3*, CVI3*, CRI3*), the requirement remains unchanged. There is no new action required at this time.
Why is this process being brought in?

Does my horse need to have an EA National Passport?
If the horse is renewing their FEI registration (i.e. has been registered on the FEI database before – regardless of year or country), or has been imported and has a different nationality nation passport, then they DO NOT need to have an EA National Passport. If the horse is being registered for the first time (i.e. has never been entered on the FEI database before) then the horse WILL need an EA National Passport.
How much does the EA National Passport Cost?
The price is $80. All the information can be found on the Passport Order Form 2018. The form is available HERE.
I compete in Reining/Endurance, is this relevant to me?
Any reining or endurance horse that has not been FEI registered previously will need to purchase an EA National Passport. These horses which have previously not required registration are now to obtain EA Registration which is available through the State Branch.
My horse is imported, but hasn’t been FEI Registered before, does this include me?
If the horse holds another nationality passport (KWPN, German Hannover document, ACE Group Inc. Passport etc.) then the horse will not have to be identified by the EA National Document, though the KWPN, Hannover Passport will need to be sent in at time of FEI registration for uploading of an imported national document.
My horse is competing in a CSI1*-W, what does it need to compete?
If the horse has not been FEI registered before, the owner can choose between:
An FEI Passport (ACE Group Inc.) + FEI registration
OR
An EA National Passport & FEI recognition card + FEI registration
